Dr. Zafar Qadir, Chairman Taaleem Foundation, has been a senior professional in public sector with a significant diversity in roles and experience from philanthropy to private sector support, corporate sector facilitation and public sector service delivery. His public sector assignment have been the Federal Secretary in the Ministry of IT & Telecom, Chairman National Disaster Management Authority, Additional Secretary to the President of Pakistan; and Economic Minister to the WTO at Geneva, Switzerland.He led Pakistan delegation in trade negotiation that concluded South Asia Free Trade Agreement (SAFTA), ECO Trade Agreement (ECOTA) and engaged in a number of bilateral trade agreements. Dr. Qadir holds a Doctorate in Development Studies; and Master degrees in Business, Economics and Political Science.

Our Story

Taaleem Foundation (TF) is a professionally managed, PCP-certified, non-profit community support organization set up in 1989 by Dr Zafar Qadir who wanted to bring about positive social change through education in Balochistan. Twenty nine (29) years later, TF is now an established development organization, working in the fields of education, skills & livelihood, climate change, community empowerment, social technology, gender mainstreaming, health & hygiene and cultural heritage, and developing / deploying technological applications for social sector solutions for integrated community development. TF is successfully implementing its projects in Balochistan, Khyber Pakhtunkhwa, Azad Jammu & Kashmir and Islamabad Capital Territory.


In education sector alone, TF is one of Pakistan’s leading organizations for the less privileged; running a chain of high quality secondary schools and vocational training institutes across Pakistan. Through all-female faculty and co-education schooling, it is focused on empowering young boys and girls through education and access to economic opportunities. TF is also the biggest employer of women workforce in the non-profit sector of Balochistan. TF’s innovative, forward looking and value-based service delivery system has encouraged the local communities to adapt social change. The organization is self-sustaining and generates revenue through community support and user-charges.

 All TF institutions are landmarks in their communities. Our physical infrastructure is very spacious and well equipped with airy and well-lit classrooms, administrative blocks, play grounds, libraries and computer / science labs to provide participants with a stimulating learning environment. Thousands of TF alumni are now deployed as accomplished professionals in the fields of education, business, medicine, engineering, agriculture and entrepreneurship. One of the female students has also made it to the Parliament.


Recognized as the Social Entrepreneurship Project of the year by a US based think-tank ‘PUSH Institute’ at the University of Minneapolis in June 2005, TF was selected as one of the two success stories in Asia (the other being the Grameen Mobile of Bangladesh) and invited to share experience for assessing the possibility of replicating this conceptual model in Africa and Latin America to combat illiteracy, poverty and crime. TF governance in the field is based on public-private partnership and has helped in fostering relationships between the community and the incumbent local administration for collective benefits. TF won the Global Good Governance Award of 2016 by the “Cambridge Analytica” during the Global Donors Forum at Istanbul in May 2016. Towards our innovative approach to qualitative social uplift, TF also won the SATHA Innovation Award of 2017 during the SATHA Summit at Quetta, Balochistan in August 2017.

As part of our Vision 2020, we are moving towards technology-driven academic solution. Our new initiative called “e-School” is already offering e-School services to 10 schools since 2015, expanding to 100 schools in 2018 and to about 300 schools by 2020. The primary focus is to upgrade all schools and create personalized and meaningful experiences for all learners. That’s why we’re working on innovative learning tools. These tools keep learners engaged in taking advantage of the revolutionary ways in which they connect with instructors for online interactive sessions, using e-Learning platform.

TF has successfully sowed the seeds of a futuristic vision, which instills values such as tolerance, patience and inspiration for our youth to become responsible and well-rounded individuals, besides being responsive citizens.
